Julia Black is a Reader in Law and a member of the ESRC Centre for
Analysis of Risk and Regulation at the London School of Economics. She has
published widely in the area of regulatory theory, regulatory techniques and in
the specific areas of financial services regulation and the regulation of gene
technology.

Christopher Hood is Gladstone Professor of Government at All Souls
College, Oxford and a member of the ESRC Centre for Analysis of Risk and
Regulation at the London School of Economics. He has published widely on
changing doctrines in public administration, regulation inside government and
on risk regulation.

Robert P. Kaye is a Research Officer at the ESRC Centre for Analysis of Risk
and Regulation at the London School of Economics. His main fields of exper-
tise are in the ethics regulation of politics and the regulation of the professions.

Martin Lodge is Lecturer in Political Science and Public Policy in the
Department of Government and a member of the ESRC Centre for Analysis of
Risk and Regulation at the London School of Economics. He has published on
comparative regulatory regimes, in particular railway regulation, and compar-
ative public administration.

Colin Scott is a Reader in Law and a member of the ESRC Centre for Analysis
of Risk and Regulation at the London School of Economics. His main fields
of expertise are in governance and regulatory theory, regulation of govern-
ment, communications regulation and consumer protection.
