The Parliament of South Australia enacts as follows:

Part 1—Preliminary

1—Short title

This Act may be cited as the Public Sector (Functions and Resources Audit) Amendment Act 2017.

2—Amendment provisions

In this Act, a provision under a heading referring to the amendment of a specified Act amends the Act so specified.

Part 2—Amendment of Public Sector Act 2009

3—Insertion of section 80A

After section 80 insert:

80A—Functions and resources audit

(1) A Minister must, as soon as practicable after the commencement of this section, conduct a review of—

(a) the functions undertaken by each administrative unit for which the Minister is responsible; and

(b) the resources necessary to properly carry out those functions,

in order to identify areas in which budget savings may be made or areas in which budget deficiencies exist.

(2) A report on each review conducted under this section must be laid before both Houses of Parliament within 6 months after the commencement of this section.

(3) If a report has been prepared by a Minister under this section, the Minister and the Chief Executive of the administrative unit to which the report relates must ensure that any budget reductions applied to the administrative unit are applied in accordance with the findings in the report.
