Section 126 of the Principal Act is amended as follows:

(a) by inserting in subsection (1) "and any matter in respect of which a regulation may be made" after "Act" ;

(b) by inserting the following subsection after subsection (6) :

(7)  Guidelines are not statutory rules for the purpose of the Rules Publication Act 1953 .
