Rule 21(2) of the Principal Rules is amended as follows:

(a) by omitting "0" and substituting "3" ;

(b) by omitting from paragraph (b)(ii) "USL." and substituting "USL; or" ;

(c) by inserting the following paragraph after paragraph (b) :

(c) the person is in State waters that are within 50 metres of an island.
