Subject to the conditions listed in clause 16 , regulation 22(3)(e)(ii) , (4)(d)(ii) , (7)(a) , (b) and (d) of the Vehicle Operations Regulations does not apply to a person using, or causing or permitting the use of, a combination consisting of a tandem-drive prime mover and a low loader carrying a single overmass indivisible item.
