(a) provides for the exemption, subject to conditions, of certain vehicles and combinations from the operation of specified provisions of the Vehicle and Traffic (Vehicle Operations) Regulations 2014 ; and

(b) replaces the Vehicle and Traffic (Vehicle Operations) Notice 2016 .
