(1) A ballot paper in an election is informal if (a) there is no vote recorded on it; or(b) it contains a mark or writing that, in the reasonable opinion of the Returning Officer, identifies the elector; or(c) the elector has voted for more candidates than the number to be elected.(2) Except as provided by subregulation (1) , a ballot paper is not to be treated as informal at the counting of votes if, in the reasonable opinion of the Returning Officer, the elector's intention is clearly indicated on the ballot paper.
