Statute Law Amendment (Red Tape
Reduction) Bill 2014
A Bill for an Act to amend the Food Act 1984, the City of
Melbourne Act 2001 and the Victorian Energy Efficiency Target
Act 2007 to further improve the operation of those Acts and for other
purposes.
The Parliament of Victoria enacts:
PART 1--PRELIMINARY
1 Purposes
The main purposes of this Act are--
5 (a) to amend the Food Act 1984 to remove the
requirement for the proprietor of a food
business to display the proprietor's name on
the food premises; and

Part 1--Preliminary
s. 2
(b) to amend the City of Melbourne Act 2001
to dissolve the Docklands Co-ordination
Committee and repeal provisions related to
the functions and operation of the
5 Committee; and
(c) to amend the Victorian Energy Efficiency
Target Act 2007 to close the scheme
established by that Act from the year
commencing 1 January 2016.
10 2 Commencement
This Act comes into operation on the day after the
day on which it receives the Royal Assent.

Section 51A(2)(a) of the Food Act 1984 is
repealed.
5 Schedule 1 amended
In Schedule 1 to the Food Act 1984, item 3 is
10 repealed.

7 When can a certificate be created?
In section 17(1) of the Victorian Energy See:

8 Energy efficiency certificate shortfall
In section 27(2) of the Victorian Energy
Efficiency Target Act 2007, for "1 January 2030"
10 substitute "1 January 2016".
9 VEET scheme target
In section 30 of the Victorian Energy Efficiency
Target Act 2007--
(a) for paragraph (b) substitute--
15 "(b) in each year of the period commencing
1 January 2012 and ending
31 December 2014, the target
prescribed for each year by regulations
made not later than 31 May in the year
20 preceding the year to which the target
relates; and";
(b) after paragraph (b) insert--
"(c) in the year commencing
1 January 2015, 2 million tonnes of
25 carbon dioxide equivalent.".

10 Greenhouse gas reduction rates
After section 32(3) of the Victorian Energy
Efficiency Target Act 2007 insert--
"(4) This section does not apply for the year
5 commencing 1 January 2016 or any year
after that year.".
11 Annual energy acquisition statements
After section 33(6) of the Victorian Energy
Efficiency Target Act 2007 insert--
10 "(7) Despite anything to the contrary in this
section, a relevant entity which makes a
scheme acquisition during the year
commencing on 1 January 2016 or any year
after that year is not required to lodge an
15 energy acquisition statement for that year.".

Part 5--Repeal of Amending Act
s. 12
PART 5--REPEAL OF AMENDING ACT
12 Repeal of amending Act
This Act is repealed on the first anniversary of
the day on which all of its provisions have come
5 into operation.
Note
The repeal of this Act does not affect the continuing operation of
the amendments made by it (see section 15(1) of the
Interpretation of Legislation Act 1984).
